weir_resolveLinks

Kick the background resolver to process pending saved links now — resolve share.google/shortener URLs to their real destination and fetch thumbnail/title/excerpt metadata, gently over time (a couple every ~15s, so it never burst-hits the shortener). Returns { kicked, pending, running }. Imported links resolve on their own; use this to nudge it.
