Thesaurus normalization: rewrite a facet term across the WHOLE catalog (from → to within one facet, de-duped) so facet-browsing stops splitting one concept across spelling/synonym variants — e.g. spatial usa→united states, entity ai→artificial intelligence. Also RECORDS the merge in the controlled vocabulary: the from-term becomes a skos:altLabel (synonym) of the target, so the decision is remembered (inspect via weir_vocab), not just applied. An empty/omitted `to` DROPS the term (records nothing). Use weir_listFacets to spot variants first. Pass one {facet, from, to} or a {merges:[…]} batch (one atomic flush). Pure card edit — items/reading state untouched, reversible. Returns each merge's card-change count.
