weir_relate

Propose a typed `related` edge between two items or stacks notes — decides-vs-proposes (GLASS §2.1): a facet-overlap suggestion becomes a real edge ONLY when declared here. `from`/`to` are item ids, glass_ids, OR stacks paths (e.g. "gcu/README.md"); an uncataloged endpoint (e.g. a fresh note) is auto-carded at Stage-0 so it can join the graph — no manual catalog step needed. `type` ∈ related | same-topic | extends | contradicts | responds-to | same-work (default "related"). Pass `rationale` (why these relate) — it shows in weir_reviewQueue as a `relation` proposal until the user ratifies. Pass remove:true to delete the edge (optionally just one type). Stored on the from-item, stamped source:agent + your identity; reversible (weir never deletes the items).
