weir_quote

Verify a citation against a source — strict-grounding's self-check. Given an item `id` and a candidate `quote`, confirm the text actually appears in that source and get a stable locator + surrounding context (so you can cite it precisely, or REFUSE if it is not there). Whitespace is normalized before matching (HTML/wrapping ignored), with a case-insensitive fallback. Returns { found:true, locator:" #start-end", quote (the source's verbatim span), before, after, match } when present, or { found:false, note } when the quote is NOT in the source — in which case do not assert it as grounded. Read-only. Pair with weir_getItem (the body + citation chain) and weir_search/weir_queryCatalog (to find the id).
