Ratify or dismiss an agent STRUCTURAL proposal from the review queue (decides-vs-proposes §2.1) — a feed the agent added, a relation edge it proposed, or a book holding it suggested. `action:"ratify"` blesses it (it stays, marked ratified, and leaves the queue); `action:"dismiss"` undoes it (feed → remove it + its just-polled items; relation → unrelate; book → archive it, non-destructive). For kind "feed" pass `feedId`; "book" pass `bookId`; "relation" pass `from` + `to` (+ optional `type`). Catalog cards are confirmed via weir_reviewItem instead, not here. Returns the action taken.
