Spend a motion budget: animate each shot of a plan_motion plan in order, on screen, one clip per shot, stopping the moment the next clip would pass the budget. Pass the plan back verbatim, or the same arguments to re-plan and run in one turn. Paid backends need confirm_cost. Returns the jobs and takes per shot with the running total; clips play in full at the backend's clip length.
