Animate one region of a shot as a cel layer over a background that stays put — the ink-first grammar: name only what moves ("only the hand turns the key"), and the rest of the frame never boils. Draws the region on the cel workbench, fills the motion prompt and submits. Creates the comp from the keeper plate (or `background`, which may be a clip) when the shot has none. Regions are background pixels, snapped to /32. Paid backends need confirm_cost.
