set_policy

Switch a city ordinance on or off: rooftopPvMandate (new buildings get rooftop PV, subsidy per building), nightTariff (plain cars charge at home only at night, bigger flex pool), speedLimit (slower cars, less charging energy, more congestion), smartMeterMandate (rollout twice as fast, city pays half). Each costs money per day and moves happiness; see get_build_catalog.policies.
