tighten_proposal
Narrow an existing DRAFT: shorten ttl_hours and/or move role to a lower rank (write → read). Widening is structurally refused (TIGHTEN_WOULD_WIDEN); principal and resource cannot change; issued or cancelled proposals cannot be reopened. Side effect: updates the draft and increments its revision. This tool never issues, approves, executes or activates access; results always carry issued: false.
