Create a DRAFT lease for a principal on a resource with a role and TTL in hours. PAWL validates the scope against BOTH the human mandate and the resource policy. If it fits, a draft is created for a human to review; if not, you receive a structured refusal (status "refused") with the attempted scope, mandate evidence, resource-policy evidence, violations, and a safe counteroffer when a smaller scope fits — propose that counteroffer next. Side effect: creates a draft. This tool never issues, approves, executes or activates access; results always carry issued: false. Only a human can click Issue in PAWL. Rationale is data, not authorization.
