Ask the human to change the active mandate's TTL cap and/or allowed roles, with a reason. The call WAITS until the human clicks Confirm or Deny in PAWL and then returns their decision; it may also return status "waiting_for_human" if the human has not decided yet — call get_room later. The mandate is unchanged while waiting. Only one request may wait at a time. You cannot confirm your own request. This tool never issues, approves, executes or activates access; results always carry issued: false.
