Set the project's shared yardstick: workload, SLOs, business goals, invariants, faults and exploration bounds. Every version is judged against these. Set it AFTER the workflow exists and BEFORE sealing or running: rules name collections, and collections exist only once set-workflow has run. Invariants may be written as { template, args } using studio_get_catalog.invariantTemplates, or as a full Invariant. A project with no invariants fails the correctness gate rather than passing it. Replace the placeholder workload here before the first run. Refused once any evaluation exists or a version is promoted.
