rename_dashboard_tab

Rename a dashboard tab by stable tab id. Names are trimmed and capped at 40 characters, matching the dashboard tab bar. Renaming to the current name is a successful no-op. Unavailable without target-side cancellation because tab changes persist to worldmonitor-tabs-v1 and the live panel workspace (same class as openCountryBrief/set_map_layers).
