create_dashboard_tab

Create a dashboard tab as a named persistent panel workspace, then activate it. Omit name to use the dashboard default. Creating a tab whose trimmed name already exists returns that tab without duplicating it. Honors the same tab cap and entitlement lock as the dashboard tab bar. Unavailable without target-side cancellation because tab changes persist to worldmonitor-tabs-v1 and the live panel workspace (same class as openCountryBrief/set_map_layers).
