Put a routing change in front of the operator for approval. This does NOT apply the change — routing decides where money and customer data go, so it stays a human decision. The proposal appears on their screen as a rule-by-rule diff with the projected cost delta and the compliance verdict. You will get back a proposal id; poll get_proposal_status to learn what the operator decided and read any note they left. If they reject with a reason, address the reason and propose again rather than resubmitting the same rules.
