Propose a swap to the human. This does NOT execute anything: it places a proposal card on the page with your rationale, and the human must click Approve or Reject. The mandate verdict is attached to the proposal automatically: one that breaks the rules lands in red with Approve locked, and arguing for it takes request_override. check_mandate is only for sizing a trade silently beforehand; when the human asks you to propose, propose. Returns a proposalId; poll it with check_approval.
