Builds one PDF from 1 to 8 JPEG or PNG images in the browser. Pass images as machine documents (mime image/jpeg or image/png, base64, no data URL prefix, 12 MiB decoded each) plus optional pageMode, orientation, and flavor. WebP and HEIC are rejected — convert first with image_convert. Variant URLs are not a second machine Tool — pass pageMode explicitly. Do not use this to merge PDFs (that is pdf_merge).
