set_panel_enabled

Enable or disable a dashboard panel by its stable ID through the same settings path a person uses. Returns the requested state, effective state, and whether anything changed. Enabling unknown, incompatible, unentitled, or free-tier-capped panels is denied; disabling a live catalog panel still succeeds. Requires target-side cancellation because it persists dashboard settings.
