select_dashboard_tab

Activate a dashboard tab by stable tab id from list_dashboard_tabs. Selecting the already-active tab is a successful no-op. Unavailable without target-side cancellation because tab changes persist to worldmonitor-tabs-v1 and the live panel workspace (same class as openCountryBrief/set_map_layers).
