'uncovered' = requirements with no implementing control and work fulfilling nothing; 'stale_evidence' = evidence past its freshness window and what rests on it; 'expiring_exceptions' = carve-outs lapsing within 30 days; 'unverified_links' = edges proposed or never confirmed by a human. Do NOT call this with filter 'all' merely to look around — narrow with rootId and depth. Do NOT use it to decide whether a change breaks something; that is analyze_change_impact.
