item.claim
Takes an item onto your desk: status in progress, assigned to you (or to the machine agent named by `as`). Works from the inbox, or on an item in progress that someone else holds, which leaves a decision note naming who held it; taking one the human holds asks them to confirm in the page first, and they may decline with a reason, which is returned to you. An item you already hold, or one that is blocked, in review, approved or done, is refused.
