Approve or deny a pending controlled-substance refill request on the caregiver's behalf — the same action as clicking Approve or Deny on the caregiver dashboard. Approving allows the requester to complete the refill; denying blocks it. Use list_pending_approvals to get the requestId first. A request that was already decided keeps its original decision.
