Move the u9itus U.S. map the user is looking at. Give a state (optionally with a congressional district) to fly there and open its panel of officials and candidates; give only a region to show that region; give nothing to return to the national overview. `district` is a congressional district number only. For a state, county or city candidate, pass `state` and `candidate` without a district. Returns the new view, plus `candidate_opened` when a candidate was asked for.
