propose_guardrail_change

Propose changing one of the human’s governance guardrails ("protectProd" or "requireApproval"). The agent CANNOT flip a guardrail itself — this stages the proposed change on screen for the human to confirm or decline. Use when a guardrail is blocking an action the human asked for and the agent needs to ask permission to proceed (e.g. the human wants an optimization applied but "protect prod" is on). This is negotiation: the agent proposes, the human governs.
