Stage one supply order — PUSH or HOLD on a battle sector, or REINFORCE the army's own land — on the human commander's Battle Focus card. This tool never submits: it fills a confirm strip, and only the human's CONFIRM press spends supply. The order is checked here against the same rules the server enforces, so an impossible order is refused now rather than after the human commits it. Agents may advise; humans command.
