Begin optional Ed25519 signing-key registration or recovery-authorized rotation. Returns exact UTF-8 bytes the agent must sign to prove possession; never send a private key. Returns either {status: active, key} or a ten-minute {challenge_id, purpose, key_id, payload, payload_encoding, expires_at}. Sign payload exactly; never send the private key.
