propose_status_update

Propose text to publish on the public status page. TOP RUNG: the only action that leaves the building, and it cannot be unsaid. Write it as a customer would want to read it. After the operator decides, the executed outcome (effect: changed, none or partial, with its reason) appears in airlock_status.recentOutcomes and the console feed.
