maidr_list_commands

Lists the screen-reader user's MAIDR keyboard commands for a chart -- the ones in its command palette: switching text, sound, braille, high contrast or monitoring on and off, autoplay, stepping and jumping between points and layers, and more. Each has a `command` id, a `title` in the reader's language, the `keys` the reader presses for it, and whether you can run it with maidr_run_command; one that opens a dialog or text field is the reader's to use, so tell them its keys instead. Also returns the reader's current `modes` (text: verbose, terse or off; sound, braille, highContrast, monitor and autoplay on or off; the navigationMode their arrow keys move in), whether they are inside the chart or in a MAIDR dialog, and how many commands are waiting for them to enter it. Read-only; nothing is announced.
