Several board edits as one proposal and one undo step. Each change is {tool, input, as?}; tools must be batchable (see describe_tools). Name a created thing with "as" and use "$name" in a later change's id field. If any change fails, none is applied. Waits for the person's approval: returns {status:"pending_approval", proposal_id}; call get_proposal for the outcome.
