request_partner_consent

Call this FIRST whenever a comparison between the two companies' audiences is wanted and estimate_overlap is not in the tool list. It asks an operator at each company to approve a stated purpose, and on approval registers estimate_overlap. It is the only way that capability can come into existence — nothing else unlocks it.
