Start an Influzer scan to detect WebMCP tools on a public website and queue it for directory listing. Requires the user's email, site URL, and explicit consent (user_confirmed: true). Returns a scan_id to poll with get_webmcp_listing_scan. Listing is scan-gated — sites with detected tools may be published after review.
