Reads what partners can offer for one need category now. Only origins holding an open lease that permits the required scope are queried. No remembered or estimated quantity is reported and no partner state changes. Returns: a heading naming the category, the scope, and the queried and skipped counts; one line per queried origin with its tool name, lease identifier, scope, and either what it reported during this call or that no quantity came back; and one line per skipped origin with its reason.
