Describe the goal; Fabric plans a pipeline across the connected devices' shared capabilities, validates it, and registers the new tool on this page mid-session. Planning takes 20-45 seconds: this call may return {status:"compiling"} while work continues in the background — in that case wait briefly, confirm via inspect_fabric, then call the new tool.
