estimate_shipping_cost

Estimate delivery options and their cost for a destination, based on the current cart. Only a country code and a postal code are needed, never a full address. Each option reports thresholdForFree, the cart amount that unlocks free delivery (null when the option never offers it), and isFreeForCurrentCart for the cart as it stands. When free delivery is not reached yet, missingForFree tells how much is left to add.
