check_bid

Reads this contractor's bid and reports what is off: unpriced positions (contingency positions never block submit_bid), prices more than 30 % off this firm's own past price, required documents missing or expired, days to the deadline, totals, and the blockers to handing in. Each finding carries an action sentence under actions, written by the page in the person's language: relay it, do not rephrase it. Use it for what is open, the total, and whether anything looks wrong. Reads only.
