omd_move_block
Move a block vertically to a final zero-based index, or append. To create/reorder layout columns, provide targetBlockId and side (left/right), with containerId naming the target block’s direct container and no index. Layout rows support at most 12 columns; emptied columns collapse automatically. Validates tab nesting and rejects cycles. Optional pageId targets a different page without switching.
