tonight_order_by_deal_window

Reorder the unlocked stops by when each deal ends (earliest-ending first, all-day deals last). Locked stops and stops with no listed end time keep their slots. Returns outcome: "reordered", "already_in_order", or "insufficient_data" (fewer than two stops have listed hours), plus which stops could and could not be sorted. Report the outcome as returned; "ok" alone does not mean the order was checked.
